For me it's always been Wiley E. Coyote (Carnivorous Vulgaris) from the Road Runner cartoons! It's not that his plans fail, it's not when he then stomps on his acme products (Or does things to them) and they backfire/work/explode on him, it's when he knows they don't work and are going to backfire/work/explode on him that makes it even funnier to me! Then stomps off and looking at you peeved as he does it! (Except times when crunched up like an accordion from falls or things that pancake him!)
Daffy and Bugs in that order are a close second.
